The Council of Mages was one of three major governing councils in the realm of Tortall, besides the Council of Lords and the Council of Commons. The Council of Mages held jurisdiction over the mages of the realm and decided laws in all matters of magic. The head of this council is known as the Lord High Chancellor of Mages.
In the 1st half of the 3rd century, the Lord High Chancellor was Lazamon of Buckglen, a mage who allied himself with Prince Baird and the rest of the rebel conspiracy in 249. After his capture, he was killed while in custody by other members of the conspiracy so he wouldn't talk about it to the Tortallan authorities. Rebakah Cooper heard his side of the story anyway because of her peculiar type of magic[1].
