Count Jemis of Tusaine was the brother of King Ain and Duke Hilam. A royal spy, he went undercover as Jem Tanner, a footsoldier at Fort Drell, during the Tusaine War, where he conspired with Duke Roger. Jem constantly started arguments in the fort, for one accusing Alanna, still known as "Alan" and Prince Jonathan's squire, of being a spy. He helped the Tusaine soldiers to pass the Drell River, incapacitate the sentries, one of them the Big Thor, and thus launch an attack on the Tortallan camp.

He only appears as a minor character in In the Hand of the Goddess.
