Phelan Rapp was a member of the Provost's Guard in 246 HE, but left it at the beginning of May of that year to join the Court of the Rogue. He was a good friend of Rebakah Cooper and regularly joined the breakfast round at her lodgings.

Phelan was probably born around 228 HE, because he was a second-year Dog when Beka began her training as a Puppy.[1] His family seems to have been wealthy enough to afford a nursemaid for Phelan; she was an old raka from the Copper Isles. That's also how Phelan learned some Kyprish, although he never had an ear for the language at all and couldn't speak it very well.[2]

He became a Puppy in 244 HE.[1] It's unknown who his training partners were or with whom Phelan was partnered afterward. It couldn't have been long after he became a street Dog that Phelan was made a scent-hound handler of Achoo. He got her as a pup and together they trained under an experienced handler.[3] Their trainer also advised Phelan to using foreign words—pronounced incorrectly—as commands for Achoo so that she wouldn't hear her commands from strangers all the time (this would confuse the hound). Thus Phelan used his own mispronunciations of Kyprish for Achoo's commands.[2]

In April of 246 HE, Phelan became friends with some of the new Puppies, including Beka, Ersken Westover, and Verene. Phelan also joined their regular breakfast meetings at Beka's lodgings and befriended her fellow lodgers from the Court of the Rogue. He and Verene eventually became lovers. When she died on Beltane, he left the Provost's Guard after a talk with Rosto the Piper[4] because he couldn't deal with the fact that Verene's senior guards had been drunk on duty and thus responsible for her death.[5]

After leaving the Guard, Phelan became a member of Ulsa's crew and thus backup for Rosto. He also took in dogs from the street to live in his rooms. Still, he missed Achoo, and is sorry for having left her.[6]

Phelan appeared both in Terrier and in Bloodhound as a supporting character.
